Rogers Lake Authority Minutes 11/14/2018

 ROGERS LAKE AUTHORITY    
MINUTES OF THE MEETING OF November 14, 2018   
A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 PM on November 14th.  The following members were present: Dennis Overfield, Dick Smith, Robert Recor, and Toni Phillips.   Three local attendees were also present. The minutes were typed by Nicole Krol.  
The meeting of the Rogers Lake Authority was called to order at 7:48pm by Dennis Overfield.  
The minutes from October were read aloud, Dick made a motion to accept the minutes, with two corrections: confederate, under old business should read, “federation” and it was a boat “lift” near the boat launch that was removed; Bob second, the motion passed unanimously.
Lake Patrol   
The RLA patrol boat has been winterized, shrink wrapped, and stored at the public works department for the winter.  The RLA phone and camera have been retrieved and stored as well.   
Weeds
None
Budget  
The five-year RLA budget was reviewed and discussed.  Dennis will submit the proposed budget to the town of Old Lyme.  The board has increased the budget each year by 3% for inflation.   
Old Business
Weed mat update: Dennis received an email from Tom, he believes the weed mats can be deployed without causing harm to aqua life.  One concern pointed out, regular lake mussels can move about and Eastern Pond Mussels cannot.  Dennis will ask Tom to check with DEEP regarding the deployment of weed mats.   
David Post from Yale University is scheduled to come to the January 9th meeting to present 15yrs of data collection regarding the alewives’ study, the presentation will take about an hour.  Toni will print a flyer and contact the local newspaper to advertise the presentation.   
New Business  
Emergency services were called when a kayak was discovered on shore, fire marshals did a sweep and there was no person found.
A local attendee noticed a small motor boat and paddle boat are still in the water near ROW9 and there is concern the owners may be elderly and in need of help.  Dick will stop by and find out if they need assistance with boat removal.
Dennis proposed canceling the December meeting, Bob second, the motion passed unanimously, the next RLA meeting will be January 9th.
